COUNCIL MEETINGS

Council meetings are generally held on alternating Mondays (ex. Holidays) in the Council Chambers located on the 2nd Floor of the Municipal Administrative Centre (40 Temperance Street) at 7:00 PM.

STANDING COMMITTEE MEETINGS

The General Purpose & Administration Committee meetings are generally held on the opposite Mondays to Council Meetings. These meetings are held in Council Chambers (2nd floor, Municipal Administrative Centre) at 9:30 AM. The Committee deals with the majority of staff reports and mandatory public meetings (as required by the Planning Act).

DELEGATIONS

Members of the public who wish to speak to the GPA Committee and/or Council are referred to as "delegations".

To be a delegation you must register with the Municipal Clerk's Department by 4:30 pm on the Friday preceding the meeting. You may register by:

  • In person at the Municipal Clerk's Department, 2nd Floor, Municipal Administrative Center, 40 Temperance Street, Bowmanville
  • Email clerks@clarington.net

Note, meeting agendas are published as of noon on the Wednesday preceding the meeting. Delegation requests received after the agenda is published but before 4:30 PM on the Friday preceding the meeting will be added to the Agenda at the meeting.

If the matter is a statutory planning matter, no formal delegation is required for the General Purpose and Administration Committee.

Members of the public are encouraged to submit correspondence for the Council Agenda.  Letters addressed to the Mayor and/or Members of Council, matters for Council’s information, or matters that require Council’s direction, are summarized and considered during a regular Council meeting. 

In accordance with the Municipal Act, all matters will be considered during a session open to the public, with the following exceptions:

  • The security of the property of the Municipality;
  • Personal matters about an identifiable individual, including municipal employees;
  • A proposed or pending acquisition or disposition of land by the municipality;
  • Labour relations or employee negotiations;
  • Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality;
  • Advice that is subject to solicitor-client privilege;
  • Matters in respect of which Council may hold a closed meeting under another Act.
