The Bowmanville East Urban Centre Secondary Plan covers the area of the King Street corridor from the Bowmanville Creek in the west to Soper Creek in the east. It includes the historic downtown area, Lakeridge Health Bowmanville and the Bowmanville Mall. The update to Bowmanville East Secondary Plan will also include the former Goodyear lands. This project area is expected to accommodate new development and higher densities in the years to come. Careful planning is needed to balance this new growth with affordability, sustainability and high- quality urban design. Throughout this process, community engagement will provide valuable feedback to achieve these priorities.
Phase One (Background Analysis) is now complete. Based on the technical information collected and the public comments received, we are now creating potential redevelopment scenarios. These scenarios will help us imagine how Bowmanville East may transform in the coming years.

The Bowmanville East Urban Centre Secondary Plan was originally created in 1996 and has not been updated since 2003. On October 10, 2017, Council authorized an update of this Secondary Plan, to bring it into conformity with the Clarington Official Plan, Provincial and Regional Policies, to address current and anticipated market trends as well as reflect the unique redevelopment potential of the former Goodyear lands.
