Community Improvement Plans (CIP) are used to develop a framework to encourage rehabilitation and revitalization of public areas. A CIP allows Municipalities to provide financial incentive programs designed to stimulate building and property improvements, redevelopment and new development in a specific area.

Clarington is working with a consultant to establish a Community Improvement Plan for Courtice. The Courtice CIP study area encompasses lands along Highway 2 (King Street) from Townline Road to Courtice Road. This area is a Regional Corridor and has been identified as a priority for the development of a Community Improvement Plan.

The purpose of the Courtice Main Street Community Improvement Plan (CIP) is:

  1. To build upon the direction set out in the land use policies and urban design guidelines of the Official Plan for mixed-use urbanization of the regional corridor.
  2. To enable the Municipality to respond to increased development interest and community growth in Courtice by establishing a framework of financial incentives to promote property consolidations, redevelopment and intensification along the Highway 2 corridor.
  3. To develop an implementation plan for the Black Creek Trail.

Clarington Council approved the development of the Courtice Main Street Community Improvement Plan in May 2015. Previously as part of the Official Plan Review, a Special Study on Courtice's Main Street was completed. This Master Development Plan guided the policy direction of the Courtice Main Street Secondary Plan and Urban Design Guidelines.
