Cedar Crest Beach Erosion - Property Loss Study

In July 2019, Council directed staff to retain a consultant and undertake a study to assess beach loss along the stretch of Lake Ontario shoreline that runs parallel to Cedar Crest Beach Road in Bowmanville. The technical report, Cedar Crest Beach Shoreline Change Assessment, was completed in January 2021. Staff Report PDS-007-12 regarding this matter, including a presentation of the study approach and findings was referred by Council to the Planning and Development Committee Meeting on:

Wilmot Creek Secondary Plan - Public Information Centre #2
Join us online or by phone on Thursday, April 15, from 6:30 to 8:30 p.m. for the second Public Information Centre (PIC) on the Wilmot Creek Secondary Plan.
The Secondary Plan aims to create a complete community and may include assisted living facilities, affordable seniors housing, a range of housing types, parks, and some commercial uses. Development in this area will be separate from the existing Wilmot Creek community.
Three development options were created based on what we heard at the first PIC and the supporting technical analysis. An emerging plan has also been created and will be presented at the PIC.

Draft Official Plan Amendment - Special Study Area 2

Clarington Council has directed staff to seek input from the public on a Draft Official Plan Amendment (OPA) that would delete policy 13.3.12 and Section 17.3 Special Study Area 2 – Greenbelt Expansion from Clarington’s current Official Plan.
The policies that are the subject of deletion in the Draft OPA are quoted below:
13.3.12 The Municipality supports the expansion of the Greenbelt Plan Area to provide long-term protection of prime agricultural land.
17.3 Special Study Area 2 - Greenbelt Expansion
17.3.1 Special Study Area 2 is all of the lands east of Highway 418 south and east of the Greenbelt boundary, north of Highway 401 and outside of the urban area boundaries in Clarington.
17.3.2 In May 2015, Clarington Council requested that the Province undertake an appropriate science-based study of agricultural capability to identify high-yielding agricultural lands to be added to the Greenbelt for permanent protection.
17.3.3 The draft Greenbelt Plan (2016) identifies that the Government of Ontario will lead a process to identify potential areas to be added to the Protected Countryside of the Greenbelt. The Province will work with municipalities and others using a systems approach considering the connections with the Agricultural, Natural Heritage and Water Resource systems of the plan. Where it is determined that identified areas would benefit from Greenbelt protection, the Province may initiate amendments to the Greenbelt Plan.
17.3.4 Special Study Area 2 identifies the lands which the Municipality considers appropriate as an area for the future Greenbelt expansion study.

Apartment building receives approval along the Courtice Main Street

On February 25, 2021, the Director of Planning and Development Services approved site plan drawings to permit a six-storey apartment building containing 89 dwelling units. The site will have an underground parking area, a small playground for young children and rooftop amenity space.

Properties added to the Municipal Heritage Register
Clarington is required to maintain a formal Municipal Heritage Register of properties that have cultural heritage value or interest, in accordance with the Ontario Heritage Act.
The Register includes formally “designated” properties, as well as “non-designated” properties. Properties are included on the Municipal Register because they exhibit distinct architectural or design value; are associated with an important person, event or activity; or are a landmark or have historical connections with their surroundings.
The following properties have been added to the Municipal Heritage Register as non-designated properties: 75 Wellington Street, 77 Scugog Street, 172 Liberty Street North, and 192 Liberty Street North.

172 Liberty Street North and 192 Liberty Street North, along with 175 Liberty Street North (previously added to the Register in 2019), represent a trio of pillars associated with the early growth of Bowmanville.
172 Liberty Street North was built by St. Andrew’s Church of Scotland and was associated in the 1850s with the “Gospel” pillar. 192 Liberty Street North was constructed by Dr. William Allison and was associated in the 1850s with the “Medicine” pillar.

Staff Announcements
Mitch Morawetz - Senior Planner – Development Review
We are pleased to announce that Mitch Morawetz has accepted the Senior Planner position in the Development Review Branch. Mitch has a Master’s Degree in Rural Planning and Development from the University of Guelph.
He joined the Municipality in May 2008 as a student Planner. In 2008, he joined the Planning and Development Services Department as a full-time Planner 1 in the Development Review Branch. In 2016, Mitch became a Planner II and moved from the Development Review Branch to the Community Planning Branch. While working in both branches, Mitch processed many development applications and provided excellent consumer service to the public and the development community.

Toni Rubino - Planner II – Development Review
We are pleased to announce that Toni Rubino has accepted a Planner II position in the Development Review Branch. Toni has an undergraduate degree from McMaster University in Geography and a Master’s of Arts degree from the University of Waterloo in Urban Planning. Toni joined Clarington in July of 2020 as a Planner I. Toni provides excellent customer service to members of the public and development community. We are fortunate to have her working in the Planning and Development Services Department.
