Nine-unit residential subdivision on Dale Park Drive in Courtice

Address: 14 Dale Park Drive, Part 2 of 40R-31041 and Part Block 73 of Plan 10M-766
The subject land is located between the existing north and south parts of Dale Park Drive, east of Varcoe Road and west of Cherry Blossom Crescent.
Courtice Construction Team Inc. and Dover Property Management Inc. have submitted applications for a draft Plan of Subdivision and Zoning By-law Amendment to permit a plan of subdivision with a total of nine units consisting of four semi-detached dwellings and one single-detached dwelling. The subdivision would extend and connect Dale Park Drive. The applications have been deemed complete.
A staff report will be available on the Planning and Development Committee Meeting agenda on Friday, February 4, 2022.

Subdivision application to permit 10 freehold townhouses at 2591 Trulls Road, Courtice

Weston Consultants has submitted a Subdivision application on behalf of 2734796 Ontario Ltd. to permit 10 freehold townhouse units at the northeast corner of Trulls Road and Sandringham Drive. The subject property is approximately 0.293 hectares (0.724 acres), located within the Courtice Main Street Secondary Plan Area. The property is an infill site, meaning the land around the property has already been developed. Any proposed units will count towards Clarington’s intensification targets and will utilize existing infrastructure (water and sanitary sewer connections, hydro, etc.).

Proposed addition to the Ontario Power Generation Campus Headquarters, 1855 Energy Drive, Courtice

Ontario Power Generation has submitted a site plan amendment for an approximately 27,000 square-metre addition to the existing Darlington Energy Complex (DEC) building. The proposed addition will be a three-storey mass-timber structure constructed east of the existing building.
The addition and the existing building will form part of OPG’s new corporate campus and will bring more than 2,000 new jobs to the community. The new office will be connected through a shared central atrium, which will become the main entrance to the campus facility. The headquarters will demonstrate a high-quality architectural and landscape design, creating a signature facility with visibility along the Highway 401 corridor. This application is in conjunction with the site plan application north of Energy Drive, which proposes parking to serve this site.

2022 Trees for Rural Roads Program – Apply now!
Applications are now being accepted for the 2022 Trees for Rural Roads program. This year’s program will proceed, subject to budget approval and public health regulations, and the deadline to apply is March 31, 2022.
Since the program began in 2012, residents have planted approximately 7,400 trees along municipal roadways in Clarington. This has helped to maintain and restore Clarington’s rural character, provide ecological value, and contribute to local efforts to take action on climate change.
The Trees for Rural Roads program is made possible through the generous support of our many program partners – Central Lake Ontario Conservation Authority, Ganaraska Region Conservation Authority, Maple Leaves Forever, Highway of Heroes Tree Campaign and Clarington Public Works, Community Services and Planning and Development Services Departments.

Downtown Community Improvement Plan Grant Programs
Community Improvement Plans (CIPs) allow the Municipality to provide financial incentives (grants) designed to stimulate building and property improvements, redevelopment and new development in specific areas within Clarington. They encourage revitalization and provide incentives to property and business owners to invest in and improve the look and function of buildings in Clarington's downtowns and main street areas.
Clarington has several CIPs to provide grants to downtown business and property owners in Bowmanville, Newcastle, and Orono for projects that improve the appearance and function of buildings in the historic downtowns.

Courtice Main Street Community Improvement Plan
The Courtice Main Street Community Improvement Plan (CIP) encourages new, quality-designed high-density development and redevelopment along the Highway 2 Regional Corridor in Courtice. Some programs available under the Courtice CIP include a development charge grant program and a tax increment grant program. Recently, Council conditionally committed funding to the first grant application under the Courtice CIP for the development of a six-storey residential apartment building with underground parking.
In 2022, staff will review the Courtice Main Street CIP to ensure the performance criteria and requirements continue to encourage development projects that exceed industry standards in the areas of sustainability, urban design, affordability and contribute to the realization of the vision established by the Courtice Main Street Secondary Plan.

COVID-19 Community Improvement Plan Grant Programs
Clarington businesses can apply for grant funding to assist with costs incurred while adapting and managing the impacts of the COVID-19 pandemic.
The COVID-19 Community Improvement Plan (CIP) provides support through grants to qualifying businesses to make physical modifications to reopen and operate safely. Grant Programs include funding for safety measures, including plexiglass barriers to protect staff and customers, signage to encourage spacing, and realignment of displays and work areas to allow for distancing. Qualifying businesses will have to meet certain eligibility criteria and a financial means test.

Electrifying Clarington’s municipal fleet: Council approves a five-year plan
Clarington is looking to transition its fleet of light-duty vehicles to zero-emissions electric vehicles as part of a strategy to minimize our impact on the environment. The approved five-year Electric Vehicle Action Plan (EVAP) provides a guide to electrify Clarington’s current 25 fleet vehicles and build an additional 60 electric vehicle charging stations on municipal properties for both staff and public use. For now, this plan only speaks to electrifying Clarington’s light vehicles, including trucks and corporate cars. By implementing this plan, Clarington will be reducing our greenhouse gas emissions (GHG) and contributing to a healthier environment. Currently, our fleet vehicles are responsible for around 13.8 per cent of Municipal GHG emissions; region-wide transportation is responsible for around 47 per cent of emissions.
This plan to electrify our fleet is a key action identified in Clarington’s overall Corporate Climate Action Plan, which outlines 115 actions the Municipality can take to reduce our corporate GHG emissions and minimize our environmental footprint.
