Supporting Affordability with Additional Dwelling Units
In response to changes to the Planning Act, and as part of Clarington’s Affordable Housing Toolkit, Municipal Staff are drafting Official Plan and Zoning Bylaw Amendments. These Amendments will increase permissions for Additional Dwelling Units (ADUs), also known as secondary suites, in-law suites, basement apartments, and in-house apartments.
Subject to certain conditions, one ADU will be permitted within a house, and another ADU will be permitted within a detached accessory structure (such as a garage) on the same property.
These ADUs will be allowed in urban and rural areas, with some limitations for properties within the Oak Ridges Moraine.
A Statutory Public Meeting will take place on September 13, 2021, with more details to follow.

Following the approval of a Minister’s Zoning Order (MZO) earlier this year, a Site Plan application has been received to construct a new Home Hardware store at the southeast corner of Highway 2 and Rundle Road (2423 Rundle).
The new store will include 5,765 square metres (62,000 sq.ft.) of retail and warehouse floor space, a garden centre, and an outdoor lumber yard.

Apartment Buildings Approved in the Bowmanville West Urban Centre

Address: 51-55 Clarington Boulevard, Bowmanville
Kaitlin received Site Plan approval on July 14, 2021, for two 12-storey apartment buildings (a total of 440 units) along Clarington Boulevard in Bowmanville. A mix of bachelor, one, two, and three-bedroom units will be provided, and parking will be provided on-grade and underground. Amenity space features include outdoor, on-grade spaces and rooftop patio space while indoor facilities include general purpose rooms, a fitness/yoga studio, and a library.

Region of Durham Clarington Police Complex Phase 2

Address: 2046 Maple Grove Road, 2188, 2192 and 2210 Bloor Street
History of application: In August of 2020, the Region of Durham applied for a Site Plan Amendment to permit the construction of Phase 2 of the Clarington Police Complex. On July 8, 2021, the Site Plan Amendment was approved.
Phase 2 of the police complex will include two new buildings (Regional Support Centre and Centre for Investigative Excellence), a new stormwater management pond, new surface parking, and a canine compound. The Regional Support Centre will be 12,266 square metres, and the Centre for Investigative Excellence will be 4,655 square metres. The buildings are set to meet the LEED Silver standards in design
Next steps: A building permit has been submitted. The anticipated construction start date is August 2021.

Customer Service Survey
The Municipality of Clarington is currently reviewing its customer service processes to improve and continue to provide quality services for our residents. A critical component of this review is customer feedback. We want to hear from our residents and customers what you think about our services based on your interactions with the Municipality. Your input will inform our report and help improve our customer service and your overall experience. Please take the next five minutes to fill out our brief Customer Survey.
The customer service review will only look at services delivered by the Municipality of Clarington (including property taxes, parking tickets, fines, winter road maintenance, park maintenance, permits and licenses, recreation programs and classes, facility rental) and not those provided by the Region of Durham (garbage collection).

Update: Comprehensive Zoning By-Law Review Project (Zone Clarington)
On December 14, 2020, Council directed Staff to resume work on the rural phase of the Zoning By-law Review project, which was placed on hold in October 2019. Specifically, the Zone Clarington project was directed to prepare a report for Council following Resolution #C-512-20:
That Staff be directed to bring forth report together with a draft a zoning by-law amendment which:
i. Retains the EP zoning in place prior to the zoning by-law review;
ii. Includes schedules from other authorities as additional information in the zoning by-law listing applicable land use regulations;
iii. Contains advisories with respect to the obligations to comply with land use controls of external agencies.
The Zone Clarington project team continues to work to address this mandate. This includes the preparation of the second draft of zoning regulations and mapping for Clarington’s rural area. Staff are preparing a report back to the Planning and Development Committee of Council later this year, the timing will be confirmed. Notice of the meeting date will be published in the Planning eUpdate newsletter once confirmed.

COVID-19 Community Improvement Plan (CIP)
Modifications to the COVID-19 CIP to remove pinch points in the application process and improve implementation were approved by Council in June and are now in effect. The revised COVID-19 CIP includes clarification of the general eligibility criteria as it relates to specific businesses. There is a change to the period used to measure the revenue loss to account for the second and third wave lockdowns and the fact that many businesses are seasonal, and their revenues will reflect this.
The revised COVID-19 CIP modifies the meaning of ‘local independent business’ to enable franchises, which are not owned and operated by a corporate chain, to qualify for funding if they satisfy other applicable criteria.
Finally, a three-month Completed Project application intake window has been opened to provide businesses that may now qualify under the amended CIP Grant Program requirements to apply for funding for completed projects dating back to March 2020. This intake window will be open until October 7, 2021.
