Larkin + Land Use Planners Inc. has submitted a complete rezoning and site plan application to allow a multi-residential, mixed-use development to be constructed in two phases. The proposal includes two 11-storey buildings with a total of 228 residential units in both townhouse and condominium apartments and approximately 371 square metres of commercial space on the ground floor.

Clarington COVID-19 CIP Community Improvement Plan Amendment

The Municipality of Clarington is proposing to amend the existing COVID-19 Community Improvement Plan (CIP), which Council adopted in October 2020. The COVID-19 CIP provides support to qualifying local businesses for COVID-19-related improvements to allow them to reopen safely. The CIP contains financial incentives (grants) designed to encourage and support private-sector improvements to adapt to the COVID-19 environment.
The purpose and effect of the COVID-19 CIP Amendment is to modify the COVID-19 CIP, including the Financial Incentives Program general eligibility and means test criteria, to better support qualifying local businesses with COVID-19-related improvements.
The Draft Revised COVID-19 CIP identifying the proposed modifications is available for review on Clarington’s website at www.clarington.net/FinancialSupport.

Council paves the way for new growth in Clarington by supporting two Secondary Plans that will guide new development
Council has endorsed two secondary plan policies that will guide growth in Clarington to support our blossoming community, maintain neighbourhood-oriented development and protect our green space. The Southwest Courtice and Brookhill Secondary Plans were endorsed by Council and have been sent to the Region of Durham for approval. Both of these plans will allow for high and medium-density development, with the highest concentrations located along Clarington’s major transportation corridors. These plans will protect the green space and provide for various housing types, including affordable housing. The diversity of housing included in these plans would allow seniors who wish to downsize their homes the opportunity to live in the area and remain close to their families. It would also provide housing options for younger people who are seeking to buy a new home.
The Southwest Courtice Secondary Plan spans 216 hectares of land bordering Bloor Street in the north, Robinson Creek to the east, Townline Road South in the west and Highway 401 to the south. About half of the land has already been developed under the existing Secondary Plan completed in 1996. The remainder of the land will be redesignated from its current employment designation to residential. The Southwest Courtice Secondary Plan contains significant green spaces, including Robinson Creek and its associated tributaries and valley lands. These watercourses and their associated woodlots and wetlands guide the structure of the Secondary Plan layout. The highest density development is proposed along Bloor Street.
The Brookhill Secondary Plan spans 300 hectares bordering Concession Road 3 in the north, Bowmanville Creek in the east, the Bowmanville West Urban Centre Secondary Plan area in the south and the Bowmanville Urban Boundary in the west.

Flood risk prevention: Clarington and GRCA initiate a study to update flood plain mapping for the Graham and Wilmot Creek watersheds
The Municipality of Clarington is partnering with the Ganaraska Region Conservation Authority (GRCA) to update flood plain mapping for the Graham and Wilmot Creek watersheds. The current mapping is nearly 45 years old and needs to be updated to provide the latest data to assist with emergency preparedness planning, including flood prevention and mitigation.
GRCA’s technical experts will use current mapping technology and survey data to update the models of the watersheds as they develop the Graham Creek and Wilmot Creek Flood Plain Mapping Update Study. The information will assist Municipal land use planning, infrastructure resilience and emergency management. To get accurate data, GRCA technical experts will perform the work in the field to physically survey the creeks and take a closer look at any structures that may impact their flows. This allows for data accuracy to identify the flood hazard and risk. This ‘ground-truthing’ is done to ensure the flood area identified is as small as possible while providing a high level of protection for residents and properties located within the flood plains.
GRCA technical experts will begin working in the field within the next few weeks. Clarington has sent out letters to properties located within 100 metres of the watercourses and their tributaries within both watersheds, notifying residents about this work and requesting permission to enter private properties, if necessary, to get the full picture of the land and the creek features within both watersheds.
The Graham and Wilmot creek watersheds cover a large area, including Newcastle Village, Orono, Brownsville, Leskard and Newtonville. The total population living in the area is around 13,400, of which 11 per cent live within the currently mapped flood plain. The Study will accurately identify the areas subject to flooding, factoring in changes that have occurred over time that can affect the size and location of the flood plain area.

Welcome, Mina
Mina Mehran has joined us as a GIS Technologist taking over from Cody Brown, who moved into an IT position within the Municipality. Mina has five years of experience in the field of GIS, most recently with Lac La Biche County in Alberta. Her professional experience includes maintaining and updating GIS databases, creating accurate maps using aerial and satellite images, analyzing and interpreting sourced geographic information and entering it into GIS format, and producing reports on geographic data utilizing data visualizations. Her experience was gained at the Saskatchewan Ministry of Education and the University of Regina after completing her Master of Environmental Systems Engineering. Mina is looking forward to joining our team. Welcome, Mina.
Farewell to Mitch Morawetz
Best wishes to Mitch, whose last day with the Municipality of Clarington is Friday, June 4, 2021. Mitch has accepted a position with Parks Canada as the Agricultural Specialist for the Rouge National Urban Park.
Mitch joined the Municipality of Clarington as a summer student in 2008, and that fall was hired as a Junior Planner in the Development Review Branch. Mitch has been a Planner II in both the Development Review Branch and the Community Planning Branch and most recently became a Senior Planner in Development Review.
Mitch has been involved in various development applications and has provided excellent customer service to the public and the development community.
Mitch is passionate about farming and supporting the farming community and now will share that passion and knowledge with Parks Canada. Mitch, you will be greatly missed. We are sincerely happy for you and wish you all the best in your new role.
