Brookhill Secondary Plan Update – Statutory Public Meeting
More growth is coming to Bowmanville. The Brookhill Secondary Plan Update will guide the creation of a walkable neighbourhood with new homes, a school and parkland. The Brookhill Update will create greater connectivity throughout northwest Bowmanville with the addition of new roads (such as the extension of Clarington Boulevard north to Nash Road). It will also provide increased connectivity to the surrounding natural areas.
After extensive consultation, the Municipality is ready to present the draft Brookhill Secondary Plan Update at a Statutory Public Meeting. We look forward to receiving your input on the proposed policies along with the Urban Design and Sustainability Guidelines that will advance the vision of this Plan. A later phase of the process will involve the preparation of zoning regulations. Once these documents are approved, then development applications can be accepted.
We encourage you to submit your written comments for Committee consideration to Greg Bunker or Carlos Salazar at brookhill@clarington.net or by mail or drop box to 40 Temperance Street, Bowmanville, ON L1C 3A6 before the Public Meeting but no later than Monday, October 19, 2020.

Corporate Reorganization
The organizational review undertaken in late 2019 outlined several recommendations to align all planning and building (Building Code) services within one department. The goal is to streamline the application process and create an easily navigable system for stakeholders.
In March of 2020, Council approved the organizational changes with staggered implementation dates for the various recommendations. The existing branches of Planning Services, including Development Review, Community Planning and Design and Special Projects will remain as part of the new Planning and Development Services Department. In addition, the Building Division (formerly within the Engineering Services Department) is now part of the Department.
Building oversees all building permit and inspection activities, including the administration and issuance of Building Permits, from the application process, through technical review of plans for all new construction, and the inspection of building, plumbing and HVAC systems during construction. The Division also handles the administration of the Municipality’s development charges by-law and pool enclosure permits.
The Building team will continue to provide building code information, technical advice and help during your entire construction process.
New Director Search
The search for a Director to lead the Planning and Development Services Department is underway. A new Director should be in place this fall. Once the new Director is in place additional recommendations contained in the reorganization study will be further explored to ensure excellence in customer services can be achieved.
