Commissioner of Oaths

Effective immediately, the Municipality of Clarington will only offer Commissioner of Oaths services to Durham Region residents. This is a temporary restriction to prevent people from travelling to Clarington from areas that fall under a different public health unit and may be subject to different COVID-19 restrictions in the future.

We offer Commissioner of Oaths services. Certain documents require a Commissioner to certify that a required oath, affirmation or declaration have been administered properly. Our Commissioner of Oaths will witness the signatures of people who are affirming/swearing the contents of a document to be true. If you are seeking these services you must visit the Clerk's Division in person during regular business hours. Please provide valid photo identification to have your signature witnessed by a Commissioner of Oaths.


The fee is $28.25 and is payable by cash, cheque or debit.


Common documents we can witness include:

  • Consent letters for children travelling out of the country
  • Vehicle transfers
  • Immunization exemptions
  • Insurance claim forms
  • Foreign pension or life pension statements (witnessed free of charge)

Examples of documents we cannot witness include:

  • Wills
  • Power of attorney documents
  • Divorce papers or separation agreements
  • Real estate documents, including transfer of land

We reserve the right to refuse commissioning services of any document.

Certification of Documents

If you require certified true copies of a document, you will need to contact a private lawyer or a Notary Public, as the Municipality does not provide these services.
