In September 2001, following Council direction the Community Services Department began a review of the cultural services offered by the Bowmanville Museum, the Clarke Museum and Archives and the Visual Arts Centre of Clarington. As a result, Council merged the Bowmanville Museum Board and the Clarke Museum Board, which ultimately became the Clarington Museums and Archives Board.

Most, recently, Council passed By-law 2012-093 establishing the current day terms of reference, and composition of the Board.
