Improving Clarington’s transportation network to accommodate growth is critical. One of the key initiatives identified in Clarington’s Transportation Master Plan is addressing congestion on the Municipality’s collector and arterial roads. The Municipality has set out a ten year Capital Improvement Plan that outlines priority areas that need upgrades and changes. These have been integrated into the budget and will be dealt with annually.

The Municipality has also taken stock of all of its assets including roads, bridges, sidewalks and buildings by creating a comprehensive Asset Management Plan. Council has approved a dedicated rural road levy to allow the Municipality to make much-needed improvements to rural roads.

Clarington continues to work with the Ministry of Transportation (MTO) to come up with a plan for improvements to the Highway 401 interchanges. The extension of Highway 407 is entering its final stages, Clarington has seen some road disruption and detours as a result of these efforts. The extension is on track and scheduled for completion in 2019. This includes the Highway 418 link with Highway 401.
