Baseline Road Urbanization from Courtice Road to Trulls Road

In 2022, pending budget approval, work will begin to restore Baseline Road to a partially urbanized road. As part of the project, the Region of Durham will install a new watermain and large trunk sanitary sewer in Courtice along Baseline Road, from Courtice Road to Trulls Road and along Trulls Road, from Baseline Road to Bloor Street. The sewer installation is expected to be completed in 2023 and the reconstruction of Baseline Road in 2022.

The proposed urbanization work includes:

• Reconstruction of Baseline Road with a partially urbanized road cross-section, including curb and gutter, boulevard grading, sidewalk on the north boulevard, and street lighting along the entire roadway.
• Widening of Baseline Road to allow for dedicated bicycle lanes, complete with line painting and signage.
• Local storm sewer installation to capture road drainage and upstream lot drainage and move stormwater flows to the south side ditch.
• Replacement of the large diameter road crossing culverts west of Cigas Road and east of Trulls Road with a large box culvert to improve drainage and flow capacity.
• Residential driveway and business entrance restoration.
• Utility relocations as required.

At this time, the south side of Baseline Road will not be urbanized as there is a strong potential for re-development of the lands along the south frontage, which will determine the road requirements along the south side, including curb, sidewalk, and a local storm sewer.
