The Municipality of Clarington has received a request from 1000792702 Ontario Inc. to amend Zoning By-law 84-63 by removing a Holding (H) symbol from the Urban Centre Mixed Use ((H)MU3) Zone on the first phase of a site located at 1697 Highway 2 in Courtice.
Council has delegated authority to the Deputy CAO of Planning and Infrastructure Services to approve the removal of holding symbols and related by-laws, as outlined in By-law 2024-042 and pursuant to s.34 and 36 of the Planning Act.
As the conditions for removal have been satisfied for Site Plan application SPA2022-0031, the Deputy CAO intends to pass an amendment to Zoning By-law 84-63 on or after July 2, 2025.
An “H” holding symbol is a tool used to ensure specific conditions are met before land development can proceed. Once the conditions are met, the Municipality can remove the holding symbol at the landowner’s request.

The Planning and Infrastructure Services Department is satisfied that the conditions for lifting the holding symbol have been met to facilitate the first phase of the development of a multi-residential building at 1697 Regional Highway 2 in Courtice.

Appeal rights are accorded only to the owner of the subject lands with respect to the removal of a Holding Provision and, as such, there are no third party rights of appeal for the removal thereof.
Although there are no third-party rights of appeal on the removal of the holding symbol, you are entitled to notice and may make written submissions before the by-law is passed. Any person who wishes to provide comments on the proposed amendment, or be notified of the decision, must submit a written request no later than noon on Wednesday, July 2, 2025.
