Public Meeting Notice: five proposed developments in Courtice, Bowmanville and Orono

Five development proposals in Courtice, Bowmanville and Orono will be coming to the Planning and Development Committee on Monday, June 15, 2026, beginning at 6:30 p.m. – and we want to hear from you! 

Please note these are not approved projects – this is part of the planning process. The Municipality of Clarington is required to process every development application it receives. Our professional staff rigorously evaluate the merits and suitability of each application, which includes comments like yours. 

Proposed development at Adelaide Avenue, west of Firwood Avenue in Courtice 

D.G. Biddle and Associates Limited Robbins has submitted applications on behalf of Devon Downs Developments Limited for a Zoning By-law Amendment and Draft Plan of Subdivision at Adelaide Avenue west of Firwood Avenue in Courtice.  

The proposal conforms to Clarington's Official Plan requirements for this area and seeks to facilitate the development of 16 single-detached dwellings and 44 street townhouse units.  

The total site area is 2.34 hectares (5.78 acres) in size.

Proposed development at 222 King Street East, Bowmanville (Recommendation Report) 

Barry Bryan Associates, c/o Nick Swerdfeger, has submitted applications on behalf of Bowmanville Health Centre for a Zoning By-law Amendment for the property located at 222 King Street East, Bowmanville.

The proposal conforms with Clarington’s Official Plan policies for the area and seeks to permit a four-storey building instead of the currently permitted three-storey building and would also facilitate adjustments to the required side yard setbacks. If approved, this would allow the development of a new four-storey medical clinic building. A future Site Plan Approval application will be required to facilitate the development.

The subject property has a total site area of approximately 1.25 hectares (3.11 acres).

Proposed development at 301, 349 and 499 Port Darlington Road, Bowmanville 

Bowmanville Lakebreeze Residence Ltd. has submitted applications for an Official Plan Amendment and a Zoning By-law Amendment for lands located at 301, 349 and 499 Port Darlington Road in Bowmanville. 

The proposed Official Plan Amendment seeks to increase the maximum building height from 8 storeys to 12 storeys and to obtain relief from Policy 9.4.5 e), which requires each condominium corporation block to have direct vehicular access to a public street without reliance on an easement through another condominium corporation. 

The proposed Zoning By-law Amendment seeks to permit link townhouses in addition to the currently permitted apartment use, remove the maximum density limit of 120 units per hectare, and increase the maximum building height from 8 storeys to 12 storeys. 

The proposal applies to two blocks (Blocks 16 and 17) within an existing plan of subdivision. 

Block 16 proposes 239 apartment units within two buildings ranging from 6 to 7 storeys in height, with shared underground parking. The proposal also includes 24 townhouse units, up to three storeys in height, fronting Port Darlington Road. Vehicular access to both the apartment buildings and townhouses is proposed via a private lane from Port Darlington Road. 

Block 17 proposes 309 apartment units within two 12-storey towers connected by a 4-storey podium, with two levels of underground parking. Vehicular access to Block 17 is proposed via a shared access through Block 16 to the east. 

The total site area is approximately 3.54 hectares (8.74 acres).

Proposed development at 200 Station Street in Orono (Recommendation Report) 

Durham County Senior Citizens Lodge, c/o. Lisa Roy has submitted applications for a Zoning By-law Amendment at 200 Station Street in Orono.   

The proposal conforms to Clarington's Official Plan requirements for this area and seeks to facilitate the development of a new affordable three-storey seniors residential building containing 58 new units. The Zoning By-law Amendment does not seek to change the existing residential use of the land, but rather to permit a building typology and standards appropriate to facilitate a new seniors’ building that complements the existing residential cluster onsite. A future Site Plan approval application will be required to facilitate the development.  

The total site area is 2.67 hectares (6.62 acres) in size.

Proposed development at 1631 Baseline Road, Courtice 

Innovative Planning Solutions c/o. Katie Pandey has submitted applications on behalf of PAG Commercial Vehicles Canada and PTG Mississauga Enterprises Limited Partnership for a Zoning By-law Amendment at 1631 Baseline Road, Courtice.  

The proposal conforms to Clarington’s Official Plan requirements for this area and seeks to permit the development of a single industrial building with a gross floor area of approximately 4,296 m² and a building height of approximately 7.3 m (24 feet). Of the total floor area, approximately 3902 m² will be allocated to truck servicing operations, parts storage, and ancillary retail sales of parts, while approximately 394 m² will be dedicated to accessory office space. The Zoning By-law Amendment seeks to permit the use of truck sales. A future Site Plan Approval application will be required to facilitate the development. 

The total site area is 2.74 hectares (6.79 acres) in size.
