After years of extensive public engagement, the draft Clarington Waterfront Strategy is now available and ready for your feedback until Thursday, April 30, 2026. By sharing your thoughts, you’ll have a chance to win a $250 VISA gift card. 

Three ways to participate

  • Online at www.clarington.net/WaterfrontStrategy 
    • Complete the online survey, which outlines the visionary concepts for Clarington's future waterfront, and/or:
    • Explore the interactive maps and drop pins to share input on proposed features within the Courtice, Bowmanville and Newcastle Waterfront Experiences.
  • In person: Join us at the Garnet B. Rickard Recreation Complex, Hall 2, on Thursday, April 23, between 6:30 and 8:30 p.m. for an Open House to learn more about the draft Waterfront Strategy and share your feedback with Clarington staff. 
  • At a Clarington Connected kiosk: Fill out the survey or interact with the available maps using the kiosks located in the lobbies of the Municipal Administrative Centre, Courtice Community Complex, South Courtice Arena, Diane Hamre Recreation Complex, and Garnet B. Rickard Recreation Complex.  

The draft Strategy sets the stage for a bold new long-term vision for Clarington’s 34 kilometres of Lake Ontario waterfront. It envisions a vibrant, accessible and sustainable waterfront that serves residents, welcomes visitors and protects the environment – now and for generations to come. 

While this draft Waterfront Strategy is an exciting first step, major elements (such as bridges, shoreline improvements, boat launches, buildings and more) will only move forward after additional detailed studies confirm safety, feasibility, environmental protection, and regulatory compliance, as outlined in the Implementation Plan section of the draft Strategy.   

Highlights: 

  • More trail connections: A continuous Waterfront Trail linking Courtice, Bowmanville, Newcastle, the Agricultural Heritage Area and Port Granby Nature Reserve.  

  • Comfort, accessibility and wayfinding features: Shade, seating, lookouts, multi-use trails, washrooms, parking and opportunities for small, seasonal mobile rentals and concessions.  

  • Protecting the shoreline: Plans to address erosion, flooding and climate impacts while keeping the waterfront public and accessible.  

Five Distinct Experiences 

The draft Strategy showcases Five Distinct Experiences across our waterfront, from vibrant urban lakefronts in Courtice, Bowmanville and Newcastle to quieter, nature-focused areas at the Agricultural Heritage Area and Port Granby Nature Reserve – all connected by accessible trails and beautiful views.
