Helping residents stay safe this winter: Senior and disabled persons snow clearing program registration opens September 21

Residents who may need extra help keeping their property accessible during the winter are encouraged to apply for the Snow Clearing Program for Seniors and Persons with Disabilities. The program supports eligible seniors and residents with physical disabilities who live in single-family homes in eligible urban areas.

The program helps participants by offering assistance in clearing municipal sidewalks in front of and beside their property, as well as the windrow at the end of their driveway.  The snow clearing service will be initiated within 24 hours after the snow has stopped falling, and only when there is more than 7.5 centimetres (around three inches) of snow that accumulates from a single storm.  If the accumulation is less than 7.5 centimetres, it is the resident's responsibility to have the snow cleared.

To make sure we can focus on helping those who need it most, applicants must be 65 or older or have a physical disability certified by a licensed medical doctor. Eligible households must not have an able-bodied resident under the age of 65 living in the home.

Applications for the 2026-27 winter season are open from September 21 to October 31, 2026, and the seasonal fee is $107.69. Returning participants can register online through their existing Be Active account, while new applicants and those with a temporary disability must register in person at:

• Garnet B. Rickard Recreation Complex, and
• South Courtice Arena
