Public Meeting Notice: four proposed developments in Courtice, Bowmanville and Newcastle

Four development proposals* in Courtice, Bowmanville and Newcastle will be coming to the Special Council Meeting on Monday, August 10, 2026, beginning at 6 p.m. – and we want to hear from you!

*Please note these are not approved projects – this is part of the planning process. The Municipality of Clarington is required to process every development application it receives. Our professional staff rigorously evaluate the merits and suitability of each application, which includes comments like yours. 

Proposed development at 43 Darlington Boulevard, Courtice 

D.G. Biddle & Associates has submitted applications on behalf of Northglen Land Corporation for a Zoning By-law Amendment and Draft Plan of Subdivision at 43 Darlington Boulevard, Courtice. 

The proposed development conforms to Clarington’s Official Plan for this area and seeks to facilitate the development of eight blocks of semi-detached homes, totalling 16 dwelling units, as well as a park. 

Pedestrian and vehicular access to the site will be provided via a driveway from Darlington Boulevard easterly into the property. 

The total site area is 1.03 acres (0.416 hectares) in size. The total size of the park is 1,441 m2 (0.356 acres).

Proposed development at 22 Church Street, Bowmanville (Recommendation Report) 

D.G. Biddle & Associates Limited has submitted applications on behalf of Foundation Five for a Zoning By-law Amendment at 22 Church Street in Bowmanville. 

The proposal conforms to Clarington's Official Plan requirements for this area and seeks to facilitate the development of a low-rise apartment building with 10 units. 

The total site area is 0.092 hectares (0.23 acres) in size.

Proposed development at 2495 and 2559 Green Road, Bowmanville 

The Biglieri Group Ltd. c/o Mark Jacobs has submitted applications on behalf of John Boddy Developments Ltd. for a Clarington Official Plan Amendment, Zoning By-law Amendment, and Draft Plan of Subdivision at 2495 and 2559 Green Road in Bowmanville. 

The proposal seeks to facilitate the development of a residential subdivision consisting of: 

  • 142 dual-frontage, traditional, and back-to-back townhouse units 
  • Six internal private roads 
  • 650 square metres of outdoor amenity space 
  • Approximately 1,785 square metres of open space 

The total site area is 4.2 hectares (10.5 acres) in size.

Proposed development at 582 North Street, Newcastle 

GHD Canada c/o. Steph Matveeva has submitted applications on behalf of D.G. Group for a Zoning By-law Amendment and Draft Plan of Subdivision at 582 North Street in Newcastle. 

The proposal conforms to Clarington's Official Plan requirements for this area and seeks to facilitate the development of 82 dwelling units in the currently approved Draft Plan (S-C-2005-003), consisting of: 

  • 52 single-detached homes 
  • 30 street townhouse units 
  • An extension of a public road 

The total site area is 3.6 hectares (8.8 acres) in size.

If you are attending online and wish to speak at the public meeting, please pre-register by completing the online form at www.clarington.net/Delegations or contact the Clerk’s Division at 905-623-3379 ext. 2109 or clerks@clarington.net by Friday, August 7, 2026, at 3:30 p.m. Once registered, staff will provide further instructions. 

If you are attending in person, you do not need to pre-register as a delegate to speak at the meeting.
