The Municipality of Clarington is planning to reconstruct and urbanize Baseline Road, from Mearns Avenue to Lambs Road in Bowmanville. The project is currently in the design phase, with detailed design and tender preparation scheduled for 2025–2026, and construction anticipated to begin in 2027, subject to Council budget approval.
This section of Baseline Road has been identified for reconstruction to support long-term transportation needs and to accommodate future development within the Clarington Technology Business Park (CTBP), as outlined in Amendment No. 57 to the Clarington Official Plan. The CTBP will drive employment and economic growth in southeast Bowmanville, and this road reconstruction project will deliver the municipal infrastructure needed to support it.

The ultimate design will consider a four-lane cross-section, though the initial reconstruction will maintain a two-lane configuration. Pedestrian and stormwater infrastructure will be designed with future expansion in mind to avoid unnecessary rework.
Baseline Road is classified as a Type ‘A’ arterial road, exempt from seasonal weight restrictions, and plays a vital role in the regional transportation network.
A virtual Public Information Centre (PIC) will be held to present the proposed design and collect feedback from residents and stakeholders. Updates will be posted here once a date is scheduled and details are confirmed.
