Plumbing and Drain Layer Licences
Under By-law 89-175, plumbers and drain layers require a Municipal licence to operate in Clarington. Becoming licensed allows plumbers and drain layers to work on building permits in Clarington and confirms they carry the required liability insurance for job‑site issues.
Plumbing and Drain Layer Licences are valid for the current calendar year. Applicants need to reapply each year to maintain their licence.

Application process
- Log in to the Service Clarington portal or create a new account. Fill out the Plumber and Drain Layer Licence application and pay the fee. See our guide for submitting electronic documents (PDF). Please ensure you submit all required information, including
- Skilled Trade Ontario Membership number (plumbers only)
- The address or permit number of any work you’re actively working on
- Business address and contact information
- Your previous four-digit licence number, if applicable
- Proof of commercial liability insurance
- The Senior Plumbing Inspector will review your application. Once approved, you will receive a copy of your licence by email.
