An update report on the Courtice Transit-Oriented Community and GO Station Area will be included on the agenda of
the upcoming Planning and Development Committee meeting on April 24, 2023, 5 pm. This project update summarizes work completed to date, outlines next steps, and attaches the Phase 2 Summary Report.
The Phase 2 Summary report outlines the land use options presented at the Public Information Centre on March 22, 2022; the evaluation criteria for evaluating the different land use options; and an overview of public feedback received.
The purpose of this update report is to provide information to the public and Council. It does not request any degree of approval, nor does it represent a Statutory Public Meeting for the Secondary Plan. The Planning and Development Committee meeting agenda, including a copy of the update report, is available through the Council Meeting Calendar.
We are awaiting Provincial Approval of Durham Region Official Plan Amendment #186 (ROPA 186) to approve the delineation of the Major Transit Station Area (MTSA). The Province has reopened their comment period regarding ROPA 186. Read the posting on the Environmental Registry of Ontario (ERO) website. The Secondary Plan work plan and webpage will be updated following a decision regarding the MTSA designation.
The Municipality of Clarington initiated the Courtice TOC and GO Station Area Secondary Plan in 2019 for the lands located in the south end of Courtice (north of Highway 401). These lands also include the future Courtice GO Station and the surrounding Major Transit Station Area.
Once complete, the Secondary Plan will guide this area’s growth as it transforms into a major employment, mixed-use, and transportation hub for Courtice. One of the main drivers of this area will be the future GO train station and related transit-oriented community (TOC).
The absence of sanitary sewers in south Courtice had prevented development from occurring. The construction of a new trunk sewer along Trulls Road to Bloor Street is now underway. The provision of municipal services and the creation of the GO train station are expected to be the primary catalysts that will spark the growth of this underdeveloped area.

As a reminder, the First Public Information Centre for the Courtice Transit Oriented Community (TOC) and GO Station Area took place on June 18, 2019. The Stage One Summary Report covers two secondary plan areas given the geographic location as well as shared transportation and natural heritage attributes.
The proposed new major roads to service the Courtice Employment Secondary Plan are subject to Schedule ‘C’ of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Manual (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act.
The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
In anticipation of the GO train extension, Clarington is developing a high-level vision for the transportation hubs around the future Courtice and Bowmanville GO stations. The Municipality wants to ensure that development around the future stations is adequately planned, so these areas are more than just train stations; they also become destinations.
