Clarington is Cashless

 

As part of our ongoing efforts to modernize and enhance our service offerings, Clarington is no longer accepting cash payments for services at the following locations: 

  • Municipal Administrative Centre
  • Clarington Animal Shelter
  • All Fire Stations

For safer financial transactions among residents, business owners, and employees, the Municipality will collect payments through the following methods: 

  • Debit (In person)
  • Cheque
  • Online

Property Tax Payments

  • Pre-authorized payments
  • Online banking
  • In-person payments through your financial institution
  • In-person debit card payments
  • Cheque

Why the change?

The Municipality provides a vast array of transactional services that require payment by residents and business owners each year. Historically, the Municipality has not limited the amount of cash accepted as payment. However, globally, payment methods and behaviours are evolving away from paper (cash and cheque) to digital (debit, credit and online). Cash transactions at the Municipality account for approximately 26 per cent of our total transactions and only 0.4 per cent of the total revenue processed annually.

Receiving cash as a payment method comes with several challenges, such as the risk of theft and robbery, the risk of accepting counterfeit bills, and health concerns associated with the physical handling of currency. The move to cashless payments offers a modernized, convenient and safe way to complete transactions.  

Clarington staff will work to accommodate individuals whose only form of payment is cash and help them transition to a modern, cashless payment system.

The Municipality continuously explores opportunities to enhance processes and provide services that are more efficient. Cashless payments offer a modernized, convenient, and safe way to complete transactions.   

The benefits and challenges of not accepting cash are as follows:   

  • Eliminates cash on premises and associated health and security risks 
  • Eliminates risk of accepting counterfeit bills  
  • Reduces processing time  
  • Reduces reconciliation efforts associated with cash transactions

On May 1, 2023, Clarington Council approved a report on this initiative. Starting August 1, 2023, the Municipality will not accept cash at the following locations: 

  • Municipal Administrative Centre, 40 Temperance Street, Bowmanville
  • Clarington Animal Shelter, 33 Lake Road, Bowmanville 
  • Clarington Emergency and Fire Services Headquarters, 156 Church Street, Bowmanville

We encourage residents to use cashless options like multi-visit passes, gift cards, online registration or paying with debit or credit cards at recreation facilities. However, recreation facilities will continue to accept cash payments.
