Delegations
All meetings are open for the public to view online at www.clarington.net/calendar or in person in Council Chambers (Municipal Administrative Centre, 40 Temperance Street, Bowmanville). Delegations can participate online or in person and must follow the steps below to register. If joining online, Clarington staff will provide registered delegates with instructions on how to join the meeting.
What are delegations?
Individuals or groups who want to appear in person to present information or to make a request to Council, General Government Committee, Planning and Development Committee or a Special Committee, are referred to as delegations. A delegation will have seven minutes to present requests and/ or concerns.
How can I appear as a delegation before Council / Committee?
If you would like to appear as a delegation, fill out the online delegation form, or contact Clerk's Division by phone by the following deadlines:
- Agenda deadline — noon two Thursdays before the GGC and PDC meetings, for any matter related to the mandate of the Committee meeting;
- Agenda update deadline — noon on Wednesday before the meeting for GGC and PDC meetings, if your delegation is regarding a matter on the agenda.
- Agenda update deadline for Council — 3:30 p.m. on the workday before the meeting. Note: You can only speak at a Council Meeting if the matter is on the agenda and you have not spoken to the matter at a GGC or PDC meeting.
Planning matters are considered at Planning and Development meetings. All other matters are considered at General Government Committee meetings.

Statutory Public Meetings
To speak to the Planning and Development Committee during a Statutory Public Meeting, you must register in advance if you are attending virtually.

The Municipality of Clarington makes a video recording of Committee and Council meetings.
Personal information contained in your correspondence, to the Municipality of Clarington Council or its Committees, is collected under the Municipal Act, 2001, as Amended. Any personal information you choose to disclose in your correspondence will be used to receive your views on the relevant issue(s) to enable the Municipality of Clarington to make its decision on the matter. This information will become part of the public record. Questions about the collection of the information may be directed to the Municipal Clerk.
