The Soper Springs Secondary Plan is an opportunity to create a cohesive and sustainable neighbourhood that balances where people live with the surrounding natural environment.
The urban design of the community will incorporate strong connections to nature, parks and trails. Preservation of the surrounding natural environment is a top priority.
This new neighbourhood in Bowmanville will be designed to include sustainable design elements and features that are adaptable to climate change.
As a reminder, the first Public Information Centre for the Soper Springs Secondary Plan took place in June of 2019 and was hosted by staff and the consultant team to introduce the project. Unforeseen circumstances, including the pandemic, paused the project. The project is now resuming.

The proposed new major roads to service the Soper Springs Secondary Plan are subject to Schedule ‘C’ of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Manual (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act.
The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
The Soper Springs Secondary Plan Terms of Reference were presented at the Planning and Development Committee meeting held on April 23, 2018. The Soper Springs Secondary Plan will become part of the Official Plan, providing detailed direction on land use, transportation, infrastructure, phasing of development and urban design.
