Delegations

As we continue to adapt to the COVID-19 pandemic, many of Clarington’s Council and  Committee meetings will continue as scheduled. As mandated by Public Health to maintain physical distancing, these meetings will take place in an electronic format using teleconferencing. All meetings are still open for the public to view online at www.clarington.net/calendar. Delegations can participate online or via telephone and must follow the steps below to register. Clarington staff will provide registered delegates with instructions on how to join the meeting.

What are delegations?

Individuals or groups who want to appear in person to present information or to make a request to Council, General Government Committee, Planning and Development Committee or a Special Committee, are referred to as delegations. A delegation will have 10 minutes to present requests and/ or concerns.

How can I appear as a delegation before Council / Committee?

If you would like to appear as a delegation, fill out the online delegation form, or contact the Municipal Clerk's Department by phone prior to 4:15 p.m. on the workday prior to the meeting. Meeting dates, agendas, minutes and video can be found on our Council Meeting Calendar. Advise of the date you want to appear, the topic you wish to speak to, your contact information and whether you plan to have an electronic presentation. Planning matters are considered at Planning and Development meetings. All other matters are considered at General Government Committee meetings. You can only speak at a Council Meeting if the matter is on the agenda. See our presentation guidelines for suggestions on making your presentation accessible to the widest number of people.

Statutory Public Meetings

Due to COVID-19 and required physical distancing, you must register in advance to speak to the Planning and Development Committee during a Statutory Public Meeting. 

You do not need to register in advance to speak to the Planning and Development Committee during a Statutory Public Meeting held in accordance with Provincial legislation. Statutory public meetings are held under the Planning Act in response to certain types of development applications. They are legislated and give the public an opportunity to ask questions, voice their opinions and concerns with respect to the application.

Privacy

The Municipality of Clarington makes a video recording of Committee and Council meetings. 

Personal information contained in your correspondence, to the Municipality of Clarington Council or its Committees, is collected under the Municipal Act, 2001, as Amended. Any personal information you choose to disclose in your correspondence will be used to receive your views on the relevant issue(s) to enable the Municipality of Clarington to make its decision on the matter. This information will become part of the public record. Questions about the collection of the information may be directed to the Municipal Clerk.
