Daily freeze–thaw cycles cause pavement to expand and contract, leading to potholes forming quickly through the winter. To stay ahead of these conditions, our Works Division conducts daily road patrols. Any potholes found are recorded, and work orders are created and assigned to staff. When crews are not responding to a winter event, we assign as many staff as possible to pothole patching. During winter months, repairs are completed using temporary cold‑patch materials, with permanent repairs scheduled once temperatures allow.
