Bowmanville East Urban Centre Secondary Plan Update
The Bowmanville East Urban Centre Secondary Plan is now in effect, offering a renewed vision for Bowmanville's core. Developed in consultation with the community, the plan celebrates Bowmanville’s heritage and culture while evolving to accommodate growth and change.
Project description
The Bowmanville East Urban Centre Secondary Plan Area will create a unique community identity that celebrates Bowmanville’s heritage while accommodating growth and change. The Plan area includes the historic downtown, Bowmanville Hospital, Bowmanville Mall, and former Goodyear lands. The area will be transformed with a potential medical campus to support the Bowmanville Hospital and mixed-use development opportunities along King Street East, in the east business district. The former Goodyear lands is planned to feature mixed-use development and is envisioned to include park space and a new connection to Bowmanville Creek.

Background documents
The Bowmanville East Urban Centre Secondary Plan was originally created in 1996 and has not been updated since 2003. On October 10, 2017, Council authorized an update of this Secondary Plan, to bring it into conformity with the Clarington Official Plan, Provincial and Regional Policies, to address current and anticipated market trends as well as reflect the unique redevelopment potential of the former Goodyear lands.
