Hetherington Drive Stormwater Outlet Improvement Project
Project background
The Municipality of Clarington is planning to upgrade and improve the Hetherington Drive Stormwater Outlet in the Bowmanville Creek Valley. Through the Province of Ontario’s Housing-Enabling Water Systems Fund, Clarington will receive up to $509,118 to cover eligible project costs.
Originally built in 1972, the improvement project will introduce several upgrades to the stormwater outlet to support cleaner water in the creek. This includes installing an oil grit separator to filter out pollutants like oil, grit, and other debris.
The existing outlet swale will also be enhanced to slow the flow of rainwater, optimize filtration, and reduce pollutants before stormwater is released into the creek.
Status and next steps
Construction is tentatively scheduled to begin in May 2026, pending the completion of archaeological assessments and necessary provincial approvals. The project is expected to be finished by no later than October 2026.
In addition to the stormwater system improvements, the project may include the replacement and relocation of a section of water main on Hetherington Drive. This would ensure the ongoing stability and reliability of the local water system while the new infrastructure is installed.
Bowmanville Valley Trail and traffic impacts

Bowmanville Valley Creek Trail will remain open for the majority of construction. Limited, short-term closures may occur during working hours for specific tasks, such as material delivery or restoration. These closures will not exceed five working days in total, and the trail will be reopened and cleared of hazards at the end of each workday to ensure safe pedestrian access.

During construction, Hetherington Drive, east of Lawrence Crescent, may be closed to through traffic but will remain open to local traffic. Access to properties for vehicles and pedestrians will be maintained, except for short periods when work directly in front of driveways or walkways is taking place. Garbage and recycling collection, as well as deliveries, will continue without interruption.

Safe access to residences and the multi-use trail will be maintained at all times.
