Southwest Courtice Secondary Plan

Project description

The Southwest Courtice Secondary Plan Update creates a blueprint to guide the creation of a walkable neighbourhood with new homes, a school and parkland. The Plan creates greater connectivity throughout south Courtice with the addition of new roads (such as the extension of Townline Road South to the future GO Train station). The Plan also provides increased access to the existing neighbourhood to the north and to surrounding natural areas.

Southwest Courtice Approved Secondary Plan

The Southwest Courtice Secondary Plan is now in effect. The final approved Secondary Plan and Urban Design Guidelines, including modifications from the Region of Durham, are provided below. 

The Durham Region Commissioner of Planning and Economic Development issued a Notice of Decision for the Southwest Courtice Secondary Plan on November 17, 2022. The final date to appeal the decision was December 7, 2022.

The proposed new major roads to service the Southwest Courtice Secondary Plan are subject to Schedule ‘C’ of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Manual (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act.

The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
