The Bowmanville East Urban Centre Secondary Plan Area is planned to create a unique identity that celebrates and values the historic character while accommodating opportunities for progressive growth and change. The Plan area includes the historic downtown, Bowmanville Hospital, Bowmanville mall and former Goodyear lands. A potential medical campus to support the Bowmanville Hospital and mixed-use development opportunities along King Street, in the east business district, will re-shape this area. The former Goodyear lands will be the focus of mixed-use development and will include a connection to Bowmanville Creek.
Draft Bowmanville East Urban Centre Secondary Plan
On January 22, 2024, the Municipality held a Statutory Public Meeting to present the Draft Bowmanville East Urban Centre Secondary Plan and the accompanying Official Plan Amendment. Copies of these documents are available below:

Background documents
The Bowmanville East Urban Centre Secondary Plan was originally created in 1996 and has not been updated since 2003. On October 10, 2017, Council authorized an update of this Secondary Plan, to bring it into conformity with the Clarington Official Plan, Provincial and Regional Policies, to address current and anticipated market trends as well as reflect the unique redevelopment potential of the former Goodyear lands.
