The Brookhill Neighbourhood Secondary Plan Update is an opportunity to advance the forward-thinking planning approach established for this area ten years ago. The updated Secondary Plan will guide future development of the neighbourhood by enhancing street and building design, incorporating sustainable practices, and creating pedestrian connections to green space.
Brookhill Adopted Secondary Plan
On May 17, 2021, Clarington’s Planning and Development Committee adopted the Brookhill Neighbourhood Secondary Plan with an amendment, which Clarington Council ratified on May 25, 2021. The amendment was to defer a decision on the Future Block Master Plan area, which leaves the site as it was in the original Secondary Plan and allows individual property owners to submit their own Official Plan Amendments.
The Secondary Plan now requires approval from the Region of Durham, which may result in modifications to the Secondary Plan.
The adopted Secondary Plan, which the Region is reviewing, is provided below.

The staff-recommended Brookhill Neighbourhood Secondary Plan was presented to the Planning and Development Committee on May 17, 2021.

This Secondary Plan Update will include an Environmental Assessment (EA) for new major infrastructure that are subject to Schedule ‘C’ of the Municipal Class EA process. This will proceed using the integrated approach with the Planning Act that is an approved process under the Environmental Assessment Act.
